Human Resources Consultant II 

Recruitment Range: $55,221–$67,000

NCCAT is looking for an experienced human resources professional who can successfully navigate the full range of HR work for our agency.

The Human Resources Consultant II will be responsible for the day-to-day administration of NCCAT’s human resources program. This position serves as a key HR resource for supervisors and employees and handles work across employee relations, recruitment, classification and compensation, benefits, leave administration, position management, and HR policy.

What You'll Do
  • Serve as a day-to-day HR consultant to NCCAT employees on policies, procedures, benefits, leave, performance, and other personnel matters.
  • Initiate and process HR actions in agency and State systems.
  • Manage the workflow associated with hires, separations, salary actions, position changes, organizational changes, benefits, and other employee transactions from initiation through completion.
  • Support recruitment and staffing, including position review, posting, candidate processes, hiring actions, and onboarding.
  • Provide consultation and technical support related to classification, compensation, salary administration, position management, and organizational structure.
  • Administer employee benefits and leave programs, including retirement, FMLA, workers' compensation, and related programs.
  • Maintain accurate HR records and monitor actions to ensure required documentation, approvals, and system transactions are completed correctly and on time.
  • Ensure HR practices and transactions comply with State Human Resources policies and applicable state and federal requirements.
Who We're Looking For

We're looking for someone who knows HR and is comfortable working in the details.

The right person will be able to move between consulting with a supervisor, helping an employee understand a benefit or leave question, reviewing a position or salary action, and completing the system work necessary to put an HR decision into place.

Strong candidates will bring sound judgment, attention to detail, follow-through, discretion, and the ability to build good working relationships. Experience with State of North Carolina HR systems, policies, and processes would be especially valuable.
